In 2026, the driver training system in Kyrgyzstan changed completely. According to a Presidential Decree, licenses of private driving schools were suspended, and training is now conducted only in state educational institutions. To eliminate corruption and lines, the registration process is fully digital. Below is a step-by-step guide on how to register for a driving school under the new rules.
Step-by-step Guide
Obtaining an electronic medical certificate
Before applying, you must pass a medical exam (eye test, drug test, psychiatrist check) and get a Form 083 certificate. It is now issued digitally and automatically appears in your personal account in the "Tunduk" mobile app.
(Rules for Driver's License Exams, Clause 11)
Submitting an application online
You register for training through state digital services. You need to visit the official portal avtomektep.gov.kg. There, you must fill out a form, select the required driver's license category, and specify your region.
(Rules for Driver's License Exams, Clause 3)
Automatic assignment
You no longer need to find a driving school yourself. After you submit the application, the automated system will assign you to a state training center in your region. This is done to balance classroom load and avoid overcrowding. It takes up to two weeks to review your application and form a group.
All documents provided in digital format through the "Tunduk" app have full legal power and are equal to paper originals.
How are classes conducted?
Theory lessons are held three times a week for two hours. The state accommodated student drivers and made the process highly flexible:
-
Schedule You can choose convenient days (Monday-Wednesday-Friday or Tuesday-Thursday-Saturday).
-
Format You are allowed to study theory remotely (online), which saves a lot of travel time.
Only candidates who have completed training under unified state programs and received an official state-standard certificate of education are allowed to take the qualifying exams at the authorized body (State Center for Vehicle Registration and Driving Personnel).
