Summary

All traffic violations are divided into two categories: those that can be paid with a discount, and severe violations that require full payment.

1. Fines with a 70% discount

This discount applies to most standard violations, such as speeding up to 40 km/h, illegal parking, or ignoring traffic signs (Article 563, Parts 1 and 5 of the Code of Violations of the Kyrgyz Republic).

2. Fines with no discount (100% payment)

The discount does not apply to the following severe violations (according to the Code of Violations of the Kyrgyz Republic):

DUI (drunk driving) or letting an intoxicated person drive (Art. 193).
Reckless driving (Art. 189).
Driving with fake or covered license plates (Art. 182, Part 4 and Art. 449).
Failing to stop for a police officer (Art. 185).
Severe speeding — exceeding the limit by more than 40 and 60 km/h (Art. 187, Parts 3 and 4).
Driving without a license or after license suspension (Art. 184, Part 3).
Illegal window tint (Art. 194, Part 3).
Damaging roads and violating heavy or hazardous cargo rules (Art. 177-181, 195-200-2).

How does the discount work and when does the countdown start?

You have exactly 30 calendar days to pay a fine with a discount. This period does not start at the moment of the violation. It only begins from the moment the notice of violation is officially delivered.

Official delivery (the 30-day countdown has started)

The document is officially delivered only in two cases (Art. 543, Parts 1 and 2):

In the "Tunduk" app

The notice appeared in your personal account in the "Tunduk" app (electronic delivery). The countdown starts only when you open the notice in the app to review it, not when it first appears.

By certified mail

If the fine is not opened in the app, it will be sent in paper form. A paper certified letter is delivered in person to you or an adult family member. It must be signed for at your registered address.

Notification (the 30-day countdown has NOT started)

Under the new Code of Violations, you can be notified of a fine via SMS message on your phone or an email. However, this is not an official delivery of the notice and does not start the payment period (Art. 543, Part 3).

What happens in case of late payment?

If the fine is not paid within 30 days of the official delivery, the 70% discount expires. Late fees are no longer charged for overdue traffic fines (note to Art. 35).

However, the following measures apply to debtors:

Transferring the case to court bailiffs

The debt is sent for forced collection. This can lead to frozen bank accounts and a ban on leaving the country (Art. 568, Part 1).

Towing the vehicle to an impound lot

If the total amount of overdue fines exceeds 3,000 som, an officer has the right to suspend you from driving. They can take your vehicle to a specialized impound lot until the debt is fully paid (Art. 38, Part 2, Clause 8 and Part 5).
