В данной ситуации проезд через железнодорожный переезд запрещён.
Когда дежурный по переезду стоит к водителю грудью или спиной с поднятым над головой жезлом,
красным фонарём или флажком, либо с вытянутыми в сторону руками — это является запрещающим сигналом.
Такой сигнал действует для всех направлений движения, поэтому движение в сторону переезда недопустимо,
даже если поезд визуально отсутствует.

The driver must not enter the crossing:
When the crossing gate is closed or starting to close (no matter what the traffic light shows);
When the traffic light gives a stop signal (no matter if there is a crossing gate or its position);
When the crossing guard gives a stop signal. (This means the guard faces the driver's front or back with a raised baton, red light, or flag, or with arms extended to the sides);
If there is a traffic jam ahead that will force the driver to stop on the crossing;
If an approaching train (locomotive, railcar) is in sight.
Also, the driver must not:
Enter the oncoming lane to pass vehicles stopped before the crossing;
Open the crossing gate themselves;
Move farm, road, construction, or other machines across the crossing in a non-transport position;
Drive slow vehicles with a speed of less than 8 km/h or tractor sleds across the crossing without permission from the railroad manager.
