После знака 3.21 «Конец зоны запрещения обгона» сам по себе запрет снимается, но обгон всё равно запрещён,
если впереди идущее транспортное средство подало сигнал поворота налево.
В этой ситуации у грузового автомобиля включён левый указатель поворота,
значит, начинать обгон нельзя — это создаст опасность при выполнении им манёвра.
Ответ — Нельзя.
ПДД КР пункт 11.1
Before starting to pass, the driver must make sure that:
The lane they want to enter is clear for a safe passing distance. The driver must not block oncoming vehicles or vehicles already in that lane;
The vehicle behind them in the same lane has not started to pass. The vehicle ahead has not signaled to pass, turn left, or change lanes to the left;
After passing, they can return to their previous lane without blocking the passed vehicle;
Outside residential areas, the driver may honk the horn to warn other drivers that they plan to pass.
