Amendments have come into force in Kyrgyzstan making mopeds and scooters officially classified as motor vehicles. Now, a driver's license and a license plate are required to ride them — but not for all models: it depends on the engine size and power.
What is now required to ride a moped
Driver's license
Category "A1" is required, issued from age 16.
License plate
Vehicle registration is required within 10 business days after purchase.
If you already have any other valid category of driver's license (for example, "B" for passenger cars or "C" for trucks), it automatically allows you to ride a moped. You do not need to take a separate exam. (Law of the KR "On Road Traffic", Art. 25, Part 2)
Which mopeds need plates, and which do not?
Whether you need to get a license and register your vehicle depends strictly on the manufacturer's engine specifications.
- Gas engine size up to 50 cc
- Or electric motor power from 0.25 to 4 kW
- Maximum speed — from 25 to 50 km/h
- Electric motor power not more than 0.25 kW
- Maximum speed — not more than 25 km/h
- This is a PMD (scooter, unicycle) or a bicycle

When will the fines start?
The requirement for mandatory vehicle registration comes into force 6 months after the official publication of the law. During this time, owners must obtain a driver's license (if they do not have one) and register their vehicle.
Fines for driving without a license and plates are not being issued yet — this is the time to get an A1 license and register your moped.
Officers will start issuing fines for riding without a license and license plates.
